A Study on the Role of the Community Social Welfare Center in Korea

Abstract
Since the late 1980s, government expanded community social welfare centers for delivering social welfare services to disadvantaged people in Korea. Nowadays, 20% of 442 centers are owned by non-profit foundations and other 70% of centers belongs to public sector but run by non-profit foundations. The centers began to function as comprehensive service providers in the early years but have been facing new challenges. This study accesses the role of community social welfare centers from three dimensions; institutional, functional and socio-environmental. On the institutional dimension, increased involvement of local governments in social welfare provision is a new significant factor requiring new role of the centers. On the functional level, many other social welfare agencies have provided similar services. Even though the function of centers as service providers has been adjusted to the new environment, still the many roles of centers are overlapping with other welfare agencies. On the socio-environmental dimension, the newly introduced market system of social services further have reduced the remaining role of the centers as direct providers. The new role of centers has been proposed either as a case management agency or as a community organizer. However, this study argues the role can not be decided en bloc. Considering most centers are under contract with local governments and in different local circumstances, the role should be determined in local contexts. Local governments should decide whether centers play a role as case management agencies or as direct service providers according to local welfare plan and take corresponding financial responsibility.
